    Haryana assembly passes State Commission for SC Bill on - 11th September 2018

    The Haryana Legislative Assembly approved the Haryana State Commission for Scheduled Castes Bill, 2018, on September 11th, 2018 for progress and safeguarding the interests of people be in the right place into the community. The bill was approved on the last day of the state assembly’s session.
    Key Objective
    The Haryana State Commission for Scheduled Castes Bill, 2018, has been approved to form a commission for SCs in the state for the total development and welfare of the community and to protection their interests.
    Key Duties

    • The commission will examine and study the working of different protections provided in the constitution or under any order of the government for the wellbeing and protection of the SCs.
    • It will also take part and advise on the planning procedure of the socio-economic progress of the Schedule Castes and appraise the advancement of their development according to the Bill.
      Term & Composition 
    • The commission would involve of a chairperson, vice-chairperson and members who would clutch office for a term of 3 years.

    Justice Ranjan Gogoi appointed as 46th Chief Justice of India on - 13th September 2018

    The Union government selected Justice Ranjan Gogoi as the 46th Chief Justice of India on 13th September 2018. He will adopt his position on 3rd October. He will be succeeding incumbent Chief Justice of India Dipak Misra, who would be retiring a day earlier his swearing in, on 2nd October 2018.
    Justice Gogoi’s name was recommended for the respected position by Justice Misra himself. He is the senior-most judge of the Supreme Court after Chief Justice Misra. His selection was established after President Ramnath Kovind inked the warrant of his appointment.
    Important Points

    • Justice Gogoi will have a term of more than thirteen months, as he is planned to retire on November 17th, 2019. 
    • Justice Gogoi will turn out to be the 1st Supreme Court judge from the north-east to be selected as Chief Justice of India. 
    • Justice Gogoi is the son of former Assam CM, late Keshab Chandra Gogoi. 
    • He joined the Bar in 1978 and practiced mainly in the Gauhati High Court on constitutional, taxation and company issues. 
    • In September 2010, he was shifted to the Punjab and Haryana High Court and was selected as the Chief Justice of the high court in February 2011.
    • He was raised to the post of a judge in the Supreme Court in April 2012.
    • At the Supreme Court, Justice Gogoi led the bench that focused the government to form special courts to fast-track cases against politicians.
    • He is also presently heading the bench that is monitoring the case of Assam’s National Register of Citizens that aims to recognize illegal migrants in the state.

    Jharkhand government introduces electric cars for official use on - 12th September 2018

    The state government of Jharkhand on September 12th, 2018 initiated electric vehicles for official usage. The energy department of the state received 20 such cars for use. The data was shared by the state’s CM Raghubar Das. The cars were acquired by the Energy Efficiency Services Limited, which is a joint venture of the PSUs under the Ministry of Power.
    Key Highlights

    • The electric cars are a part of a consignment of 50 such automobiles that the Energy Efficiency Services Limited will deliver to Jharkhand Bijli Vitran Nigam for its official purposes.
    • While the 1st lot of 20 electric automobiles has been delivered, the remaining 30 will reach within the next 2 weeks.
    • The state’s Chief Minister informed that his government would request to people to purchase such cars and open charging stations.
    • Till date, 12 charging stations have been built in Ranchi and more are planned come up soon.
    • The initiative will assist the state achieve the centre's e-mobility goal of substituting 30% of government vehicles with electric cars by 2030.

    Supreme Court modifies its order on dowry harassment on - 14th September 2018

    The Supreme Court of India on  14th September 2018 altered its July 2017 order in dowry harassment case for avoiding misuse of Section 498A of Indian Penal Code. The Section 498A (dowry harassment) of Indian Penal Code safeguards gender justice and rights.
    Important Points

    • A 3 judges’ bench headed by the Chief Justice Dipak Misra extracted the earlier direction distributed in Rajesh Sharma case which stated that criticisms under Section 498A of the Indian Penal Code should be scrutinised by Family Welfare Committees before any legal action by police.
    • The bench recognized that there was mismanagement of the provision leading to social unrest. The apex court left it to Parliament to make appropriate rules to verify abuse of the law.
    • The top court had on April 23rd, 2018 set aside its verdict on a batch of pleas looking for modifications in July 2017 judgement that had condensed the strictness of the anti-dowry law on the crime of subjecting a married woman to cruelty by spouse and in-laws.
    • The plea The bench was hearing a appeal filed by an NGO "Nyayadhar" demanding that the previous direction has made the legislation valueless for the women victims.
    • The appeal suggested that out of the 3 members in Family Welfare Committees, at least 2 should be women and one should have done Masters in Social Work.
    •   It recommended recording of facts at the time of counselling and explained the committee should also consider the economic position of the parties.

    National Hindi Divas 2018 observed across India on - 14th September 2018

    National Hindi Divas/Hindi Day was celebrated across India on September 14th, 2018 to encourage Hindi as mother tongue of India.  The day was marked by literary festivals, Hindi poetry sessions, Hindi essay writing competitions, Hindi speech contests and other programs.
    On this eve, Vice President M Venkaiah Naidu offered the “Rajbhasha Awards” to heads of various
    departments, Ministries and offices for their outstanding performances in promoting the language.

    Important Points

    • The day symbols the adaptation of Hindi language as the official language of India by the Constituent Assembly of India on 14th September 1949.
    • The decision of using Hindi as official language was sanctioned by Indian Constitution via amendment 343 which stated that all government communications will be written in Hindi Script.
      Currently, there are 2 formal languages- Hindi and English.
    • Hindi, written in Devanagari Script, is one of the old languages of India and is spoken by approximately 40% of the Indian population. 
    • In India, Hindi is used as a mother tongue by approximately 258 million people and is a native language for most people living in Delhi, UP, Uttarakhand, Chhattisgarh, HP, Chandigarh, Bihar, Jharkhand, MP, Haryana, and Rajasthan.
    • According to the 2011 census, 43.63% of Indians speak Hindi as their mother tongue. 
    • It is also used in many nations of the world including Mauritius, Pakistan, Surinam, Trinidad and some other nations. 
    • Outside Asia, Hindi is a formal language in Fiji and Constitution of Fiji states three official languages, namely English, Fijian, and Hindi.
    • It is known as the fourth largest language of the world.
