Environment Ministry notifies CRZ Regulations 2019 on - 22nd January 2019

The Union Ministry of Environment, Forest and Climate Change on  18th January  2019 notified the 2019 CRZ (Coastal Regulation Zone ) norms, replacing the existing CRZ norms of 2011.

Important Highlights

• The new CRZ norms, issued under Section 3 of the Environment Protection Act, 1986, aiming to promote sustainable development based on scientific principles taking into account the natural hazards such as the increase of sea levels due to global warming.
• The norms also seek to conserve and protect the environment of coastal stretches and marine areas, other than livelihood security to the fisher communities and other local communities in the coastal area as well.

PM Narendra Modi inaugurates Netaji Subhash Chandra Bose museum at- Red Fort

PM Narendra Modi on January 23rd, 2019 initiated the Netaji Subhash Chandra Bose museum at Red Fort in Delhi to honour the leader’s 122nd Birth Anniversary.
The PM revealed the plaque to initiate the Museum. The museum displays various articles connected to
Subhash Chandra Bose & Indian National Army.
Important Highlights

• The museum on Bose & the Indian National Army displays various articles connected to Subhash Chandra Bose & Indian National Army. 
• The articles are a wooden chair & sword utilised by the leader & medals, badges, uniforms & other articlesn connected to the Indian National Army.
• Visitors can also see a documentary on Netaji & the Indian National Army to recognize the vision of the freedom fighter.
• Bollywood actor Abhishek Bachchan has lent his voice for the same.
• PM Modi had placed the foundation stone of the museum during the celebrations of the 75th anniversary of Azad Hind Government in October 2018.
• The Prime Minister also revealed 2 extra new museums inside the Red Fort complex including the Yaad-e-Jallian Museum on the Jallianwala Bagh & World War-I & the Museum on 1857 for India&'s 1st war of Independence.
• Prime Minister Modi also initiated Drishyakala-Exhibition on Indian Art. The whole complex of museums will be acknowledged as Kranti Mandir as a tribute to the revolutionary zeal & courage of our great freedom fighters.

Unconditional Cash Transfer to Farmers recommended by - SBI Ecowrap Report

The State Bank of India ‘Ecowrap’ report acclaims the government to choose for the unconditional cash
transfer to farmers to ease agrarian distress rather than Universal Basic Income scheme.
Motive behind initiative

• Presently, it is not possible to implement ‘ Rythu Bandhu Scheme ’ at the national level due to reason that land information is yet to be digitized in various states including Jharkhand, Bihar, Gujarat, &Tamil Nadu.
• Thus, the unconditional cash transfer scheme is a best available choice as it will be more equitable with a meaningful influence & once the problems are ironed-out in terms of proper tenancy laws, then it can be ended conditional.
• The report remarks that many nations have found that Universal Basic Income does not highlights the structural issues & is at best a solution in interval.
• The report approximations various subsidy advantages the farmers are availing & suggests if a farmer is availing 1/all the 3 modes of subsidy including Crop Insurance, Interest Subsidy & Fertilizer Subsidy, then farmer will get a minimum of Rupees 5335 up to maximum Rupees 10162 per year as cash support.
• The report forecasts that government would be needed to issue cash support in the range of Rupees 10000 to 12000 per year to make it completely cash neutral & the annual cost of such a scheme is Rupees 1.2 lakh crore per year.

Non-obese & lean Indians are also prone to type 2 diabetes :  Study

A new study has discovered that contrary to popular belief, not only obese & overheavy but also non-obese & slim individuals may be prone to type-2 diabetes. The study points that approximately 20-30% people suffering from diabetes are non-obese & slim.
Type 2 Diabetes

• Type-2 diabetes is a chronic condition that disturbs the way body metabolizes glucose. With Type-2
  diabetes body either resists the insulin effects, which is a hormone that controls the movement of
  glucose into cells of human body or doesn’t produce enough insulin to sustain normal glucose levels.
• The popular acceptance was that obesity & sedentary lifestyle are measured to be the main essential factors for insulin resistance & consequent diabetes.
• The new study has broken this fairy-tale that increasing obesity alone is the main causative factor for diabetes.

Reason

• The study notes that non-obese with BMI below 25 & even slim people with BMI below 19, have high body fat, excess fats in the liver & skeletal muscles & lesser skeletal muscle build.
• More significantly, a large number of non-obese &  slim Indians has ectopic fat in their liver & pancreas which may result to insulin resistance leading to diabetes even in young age.
