I think both I and ii is implicit because It has been assumed that the request should be followed by the public,,,example publish this notice on notice board we already assume that all student pay attention to notice board,,,,
about ii it is the root cause so ii is also implicit,,

i think option a also follows bcoz when a request is made it is assume that the other will follow or help
